The Association of Petroleum Importing Companies (APIC) is a non-governmental organization officially established on March 14, 2007. APIC includes 10 oil companies actively engaged in the importation, storage, and distribution of petroleum products within the Lebanese market:
APEC, COGICO, GAZORIENT, GEFCO, HYPCO, MEDCO, SIDACO, UNITED PETROLEUM CO, UNITERMINALS, WARDIEH.
APIC members are committed to ensuring a stable, transparent, and efficient supply of petroleum products that meets the country’s energy needs. The association was created to foster cooperation, advocate for fair regulation, and promote best practices across the petroleum sector. It serves as a unified voice for importers in discussions with public authorities, stakeholders, and international partners.
While the Ministry of Energy and Water sets product specifications, determines retail and wholesale prices, and issues regulatory directives, private companies have long played a critical role in ensuring physical supply, strategic petroleum reserve, distribution and logistical execution. APIC emerged in response to the growing need for coordination between the private sector and public authorities, especially during periods of fuel shortages, regional instability, or logistical disruptions.
Over time, the association has become a vital partner to the Ministry of Energy and other stakeholders by offering technical input, supporting the implementation of policies, and enhancing operational efficiency across the supply chain. It actively promotes transparency, fairness, and compliance in a tightly regulated environment while defending the interests of its members and advancing standards in storage, transportation, and safety.
In this context, APIC’s mission is to represent and support petroleum importing companies in Lebanon by promoting transparency, professionalism, and cooperation within a regulated framework, while ensuring a continuous and safe energy supply that complies with national standards.
In addition, APIC aims to improve the standards of the petroleum sector in Lebanon, thereby enhancing the quality of related services as well as participate actively in Lebanon’s economic institutions to contribute to the development of the national economy.
Further, APIC closely works and coordinates with all industry syndicates namely the syndicate of transportation, the syndicate of gas stations, the syndicates of LPG, to insure coherent communication and efficient delivery of products to the end consumers.
Through ongoing dialogue, expertise sharing, and strategic partnerships, APIC continues to play a key role in supporting national energy policy and advancing the interests of the petroleum importation sector.
